HKEx Announces Senior Appointments

Hong Kong Exchanges and Clearing Limited (HKEx) announced today (Wednesday) the following appointments and senior personnel changes.  The changes are designed to further strengthen HKEx’s operations and support the continuing implementation of the HKEx Strategic Plan 2010-2012.

Information Technology (IT) and Listing divisions

Richard Leung, currently Chief Technology Officer (CTO) of Chi-X Global, will join HKEx as Senior Vice President and Co-Head of the IT Division in October.  He has worked with exchange and financial sector technology over the past two decades.  Mr Leung will work with Platform Development to spearhead a number of strategic system developments including the next generation market data system and securities trading system, as well as the central gateway development.

Mr Leung will co-head the ITD with Bill Chow, who is currently Chief Technology Officer and Co-Head of ITD.  Mr Chow will concentrate on managing IT infrastructure and operations, derivatives trading, clearing, settlement, risk management and enterprise systems.  Mr Chow will also be responsible for overall ITD resources management and governance.  The co-heads of the ITD will report to the Chief Executive Charles Li and will be members of the Senior Management Committee.

Roger Lee, currently Co-Head of the IT Division, will return to the Listing Division as Head of Listing Operations on 1 January 2012.  Mr Lee will be responsible for managing the operations supporting issuer public disclosure filings, and the operations, regulation, and policies concerning issuance of structured products and debts.  Mr Lee will continue to be accountable to the Chief Executive Charles Li in leading the cross-divisional project team that is developing HKEx’s Next Generation Data Centre. Mr Lee will remain a member of the Senior Management Committee.

Human Resources Department

Sylvia Hoosen has joined HKEx as Senior Vice President and Head of Human Resources following the retirement of her predecessor.  Ms Hoosen has extensive human resources (HR) experience in large organisations and financial services.  Prior to joining HKEx, she was an Executive Director of Morgan Stanley for 14 years, based in Hong Kong and responsible for HR functions related to its asset management, private wealth management and service provider units.  She has also been an HR executive at Cathay Pacific in Hong Kong, where she worked for seven years.  Ms Hoosen will report to the Chief Administrative Officer Joseph Meyer.

“These changes will give us additional management strength as we proceed with our plans to upgrade our operations, key market systems and capabilities,” said HKEx Chief Executive Charles Li.
