HKEx appoints independent consultant to examine the UPS failure incident on 28 May

Hong Kong Exchanges and Clearing Limited (HKEx) has appointed Ove Arup & Partners Hong Kong Ltd., an independent certified electrical and mechanical consultant, to examine the failure of the UPS (Uninterrupted Power Supply) system that caused the trading interruption in the derivatives market on Tuesday, 28 May. The consultant will start work tomorrow (Friday, 31 May) and HKEx expects to receive a report in about two weeks.

Ove Arup & Partners' work will comprise:

  • Reviewing the design and installation of the UPS system for the derivatives market's data centre;

  • Reviewing the scope of the maintenance work on the UPS system by the company that supplied and serviced the UPS system;

  • Reviewing the investigation report made by the UPS supplier on the cause of failure of the UPS system (HKEx expects the company to submit its investigation report by Tuesday, 4 June); and

  • Recommending any changes that would strengthen the data centre's backup power arrangements.
