Senior LRRM Appointments Announced at Hong Kong Exchanges and Clearing

Hong Kong Exchanges and Clearing Limited (HKEx) has announced the appointment of Richard Williams as Senior Vice President, Listing, Regulation & Risk Management (LRRM). He will head the Listing Division overseeing matters relating to listing applications, initial public offerings and listing policies.

Mr Williams is a chartered accountant with extensive capital markets experience with respect to listing rules. He is also familiar with general regulatory environment. Mr Williams worked in Ernest Francis & Son and PricewaterhouseCoopers before joining the London Stock Exchange (LSE) as Head of Listing Policy in 1999. He joined the UK's Financial Services Authority (FSA) as Head of Listing Policy and Compliance in 2000.

HKEx has appointed Patrick Meaney as Vice President, LRRM. He will head the new Adjudication Division that will oversee all adjudication matters relating to the Stock Exchange's Listing Rules and Trading Rules.

Mr Meaney has extensive regulatory experience in both Australia and Hong Kong. He had worked as a lawyer in the International Relations Department at the Australian Securities Commission before he came to Hong Kong to work for the Enforcement Division at the Securities & Futures Commission from 1995-1998. In 1998, he returned to Australia and joined the Australian Securities & Investment Commission as a Senior Lawyer in the Enforcement Division before moving to the National Market Unit to develop campaigns to improve market transparency and encourage investment. Prior to his HKEx appointment, Mr Meaney was a solicitor in the Financial Services practice group at Blake Dawson Waldron in Sydney.

Mr Williams will take up his new appointment at HKEx on 2 October 2002 and Mr Meaney will take up his new appointment at HKEx on 1 August 2002. Both Mr Williams and Mr Meaney will report directly to HKEx Executive Vice President Karen Lee, who heads the LRRM unit.
